Both, but at different points in the cycle. Quote follow-ups protect future revenue (jobs you haven't won yet). Invoice follow-ups protect current cash flow (work you've already done).

At least 3 times over 2 weeks. Most contracting jobs are won on the second or third touch, not the first.
